The 29th Amendment – Drawing Districts – Federal and State

Section 1
When drawing districts for the purpose of taxation and representation, the only factor that will be considered is population density per square mile.

Section 2
This applies to all such districts draw in the United States of America regardless of governmental level.

Section 3
Districts will be drawn as close to geometrically square as possible; accounting for uneven edges due to topographic factors such as roads and complete neighborhoods.

Section 4
The drawing of districts will be completed by an independent third party commission to be established via the Executive Branch.
